Midwest Environmental Consulting (MEC) conducts Phase I Environmental Site Assessments in accordance with ASTM E1527-21. A Phase I ESA reviews historical and current site use, adjoining properties, regulatory records, and site conditions to identify Recognized Environmental Conditions (RECs) before a property changes hands.
Phase I ESAs are a core step in environmental due diligence for Illinois buyers, lenders, and developers. Completing an ASTM-compliant assessment supports the CERCLA “innocent landowner” defense and gives lenders the documentation they expect before closing on commercial or industrial property.
If a Phase I ESA identifies a REC or another area of concern, MEC also performs Phase II sampling, including soil, groundwater, and vapor sampling, to confirm or rule out contamination. All work is performed in compliance with applicable state and federal environmental standards.
